What is the utility cadastre and how is it different from the general cadastre?


The utility cadastre is a specialized subsystem focused exclusively on public utility networks – water, sewer, gas, electricity, telecommunications, etc. It complements (not replaces) the general cadastre, which covers land and buildings.

Is it mandatory to carry out the utility cadastre?


Yes. It is required by the Methodological Norms of 12 September 1997 and associated technical orders. Local administrations are obligated to create this evidence base to support coherent development and create an urban data bank.

Where do you get the data from? Do we have to provide it?


No. We gather data from:

  • E-Terra
  • Land books
  • Old documentation (if available)
  • Technical plans, PDFs, DWGs
  • Field surveys if data is missing

Everything is digitally converted and integrated.

Who can use the map in the city hall?


Anyone with access – from the chief architect to urban planning technicians, the mayor, or city manager. The platform is intuitive and does not require GIS knowledge.

Can we use this map for ZUPs or investment projects?


Yes. It’s one of the main goals. The map is useful for:
